Orville Blackman, Ph.D.
Dr. Orville Blackman is the Managing Director and Organizational Effectiveness (OE) Lead with Toppin Edwards Associates. He has significant experience working with complex organizations that are either planning holistic revitalization initiatives or are navigating unplanned change. He has served multinational corporations in various industries such as manufacturing and distribution, financial services, health care, publishing, higher education, and retail in the USA and in six Caribbean countries. His consulting work includes strategic planning, organizational analysis and realignment, executive recruitment and development, change management, leadership coaching, sales planning, customer retention, employee learning and development, and cultural awareness training. He uses evidence based models and assessments to assist organizations in tackling complex issues.
His corporate consulting career spans 18 years. As an organizational effectiveness lead he continued to serve select clients while serving as Professor and Dean of the Angell Snyder School of Business at Ottawa University before he transitioned back to full-time business practice. His work in higher education is exemplified by successfully co-leading a business school through a challenging accreditation process. He has also developed a program and curriculum development model that has become the standard for creating training and credentialing programs among select higher education and business organizations. He is a certified international business program evaluator for the Accreditation Council for Business Schools and Programs (ACBSP) across the United States.
Dr. Blackman earned a Ph.D. in Organizational Development at the University of Louisville. He is became a Fellow of the National Research Center for Career and Technical Education (NRCCTE), a federally funded program in the USA in 2009. NRCCTE’s research has influenced education, career and workforce planning and development policy in the US Departments of Education and Labor. He has published peer review articles and is a keynote speaker at conferences and professional meetings on topics related to organizational effectiveness and innovation, contemporary leadership models, labor market demand and supply, international business and cultural awareness, and best practices in talent development and employee performance.
He has significant management experience as a Senior Advertising Executive and in sales management. He shared accountability for an annual $10 million revenue target with increasing responsibility throughout his 13 year career with a highly successful media organization. He now uses his combined experiences to develop and implement developmental programs that serve the needs of our diverse clientele.
Jamie Seward, B.S., PHR
Jamie has over fifteen years of professional experience that includes roles in small and medium size; and national and global organizations, where he has built a strong base of experience in change management, strategic planning, process improvement, recruitment and selection, employee coaching, learning and development and operational excellence. He has a passion for and derives satisfaction from helping teams optimize their structures, and improve their practices to realize untapped potential.
Jamie has partnered with and coached teams across industries within the USA in implementing business strategies for medium to long-term growth. Strategy implementation included identifying industry best practices, and implementing them within the organizations he served. He helped the teams establish goals and assisted them in creating activities and accountabilities to achieve the goals.
Jamie also assisted the organizations by identifying capacity gaps including essential knowledge, skills, and behaviors required to perform at high levels. He worked with the organizations’ leaders to implement interventions such as performance management, effective recruitment and selection, mentoring, and learning and development activities. He has served clients in the healthcare, energy, manufacturing and distribution sectors.
Chad Blackman, LLB, LLM
International Business and Legal Advisor
Chad Blackman is a British trained International Trade Law Specialist and former Senior Partner/ International Trade Advisor at Global Partners International (GPI) where he is the firm's lead on the General Data Protection Regulation.
He has served in various capacities over the last fifteen years in international development. This includes being Barbados’ former Youth Ambassador to CARICOM, and the Commonwealth respectively, and former member of the Africa Caribbean Pacific (ACP)/ European Union (EU) Civil Society in Barbados.
Chad speaks both French and Spanish.
He has been appointed as Barbados' Permanent Representative-designate to the World Trade Organization and United Nations in Geneva and commenced his Ambassadorship in Switzerland in 2018.
Labor Relations and Human Resources Development Associate - Caribbean Region
Carol-ann Jordan has 25 years’ experience as a human resource professional. She has developed specialized expertise working in highly regulated and unionized environments. She has worked across several sectors including manufacturing, import/distribution and tourism, and within private and public sector organizations that operate regionally and internationally.
Carol-ann earned a master’s degree with distinction in Labor and Employment Relations, and a bachelor’s degree in Applied Sociology from the University of the West Indies. As a HR professional she has used her training in Collective Bargaining, Industrial Psychology, Law, Strategic Negotiation, Productivity, Service Excellence and Organizational Development in advancing the organizations she serves.
Carol-ann has many accomplishments including the:
- Management of the transition process for the establishment of two national tourism entities from one existing organization
- Conceptualization and introduction of performance management systems across major entities and across political jurisdictions
- Introduction of strategic HR planning as a developmental intervention
As a labor relations professional Carol-ann helped stabilize the industrial relations climate in organizations, by facilitating an environment of greater dialogue and collaboration, and helping to minimize instances of ad hoc union/industrial action
In her role as a consultant, Carol-ann has served the tourism, financial and health services sectors. She has also worked on assignment with the International Labour Organization’s Bureau for Workers’ Activities (AVTRAV) and Public Services International (PSI), spearheading a pilot project on gender-neutral job evaluation and gender-neutral pay systems in the Health Services Sector in Barbados.
